In September, Sean Watts, JD, professor of law, traveled to Helsinki, Finland for an invitation-only workshop on Cyber Security and International Norm Development. The Erik Castren Centre for Human Rights and University of Helsinki hosted the event where Professor Watts’s publications on international law and cyberspace formed the basis of many discussions.
In September, Oxford University Press published The Impact of Emerging Technologies on the Law of Armed Conflict. Watts contributed a chapter entitled, “Law-of-War Precautions: A Cautionary Note.” The chapter identifies misunderstandings about the impact of technology on military command and control as well as under-appreciated costs associated with legal precautions prescribed by international law during attack operations.
