Watts’s Article Makes Top Ten Downloaded List

Sean Watts, JD, LLM, professor of law, had his article, “A Duty of Cyber Due Diligence: Gentle Civilizer or Crude Destabilizer” published this past summer in the Texas Law Review. The article identifies underappreciated costs to recognition of an international law duty on the part of the States to police cyber harm emanating from their borders. As of mid-September, the article has made the Social Science Research Network’s top ten downloaded articles list nine times in the disciplines of international law, public international law, conflict studies and cyber crime.
